Reporting to a Senior Construction Engineer, this position works on the most difficult and complex technical assignments and supervises two Engineering Technician IIIs and clerical staff. Other duties of the position include:

  • Overseeing all department construction projects, including contract management of construction and inspection contracts, supervision of in-house staff, and acting as a liaison with consultant inspection services
  • Preparing and reviewing all contract pay estimates
  • Enforcing provisions of the Public Contract Code and Caltrans specifications
  • Ensuring conformance with environmental regulations related to construction
  • Supervising the preparation of project plans, specifications, estimates, and environmental reviews
  • Liaising with various government and environmental agencies for project coordination and compliance
Work involves both office and field settings, including in various weather conditions, and requires flexibility for occasional evening or weekend work, as per project demands.

As the ideal candidate to become our next Engineering Technician IV, you bring your good judgment and the ability to make sound decisions, particularly in compliance situations, effective verbal and written communication skills, and:

  • Construction inspection experience, including experience negotiating with contractors
  • Knowledge of Caltrans specifications and plans and how to apply them
  • Knowledge of preparing pay estimates
  • Experience determining quantities from construction plans or from field measurements
  • General construction practices knowledge, including ADA compliance and environmental compliance
  • Exceptional leadership and team management abilities
  • Effective communication skills to interact with various stakeholders, including government agencies and the community
  • Strong analytical, problem-solving, and decision-making skills
  • Experience in environmental review, permitting, and compliance
  • Advanced proficiency in Microsoft Office, PowerPoint, and industry-specific software
  • Education, training, certifications, and/or licenses in construction, environmental, and related fields are highly desirable
  • The ability to write concise technical communication
  • The ability to resolve problems in the field within contractual specifications
  • A general understanding of environmental rules, storm drainage, general construction practices

Due to the nature of the inspection work that Engineering Technicians perform, incumbents are required to work indoors, in an office setting, and outdoors. They drive across the County in assigned County vehicles on dirt roads, pavements, and in various weather conditions. As these positions conduct site inspections in the unincorporated areas of Sonoma County, incumbents may be exposed to natural hazards such as poison oak, ticks, and other wildlife. Minimum Qualifications

Education: Academic course work in plane geometry, trigonometry, algebra, drafting, computer aided drafting and design, and land surveying, and engineering technology. An Associate in Arts degree in Engineering Technology and courses in supervision are desirable.

Experience: Experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, five years of subprofessional engineering experience, would provide such opportunity. Supervisory or lead worker experience is desirable.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Extensive knowledge of: mathematics, including algebra, geometry, and trigonometry and of engineering practices, including the making of complex engineering computations; electronic information systems, computers and computer aided drafting and design; the principles, techniques and terminology of subprofessional civil engineering and familiarity with mechanical and electrical engineering; building construction methods, materials, and equipment, the principles, techniques, and terminology relating to inspection and skill in determining quality, materials, and workmanship through inspection and to determine compliance with specifications; traffic engineering principles, problems, techniques, terminology and traffic manuals used in traffic engineering; the methods, materials, and equipment used in the testing of materials and skill in the making of complex materials tests.

Working knowledge of: survey principles, problems, techniques, and instruments used in cross-section, profile, location, topographic and construction layout surveys, skills in the use and adjustment of complex surveying and computing instruments, and computer aided design software and equipment.

Ability to: supervise, train and evaluate the work of subordinates, determine quality, materials, and workmanship through inspection and to determine compliance with specifications; analyze engineering documents such as maps and survey data, plans and specifications; make complex technical and mathematical computations; prepare and compile complex written technical reports and board resolutions; utilize a computer in the performance of assignments; maintain effective public relations with property owners, contractors, and other individuals and groups in the community; coordinate work with other individuals and groups in the community; coordinate work with other divisions and agencies; utilize electronic information systems and analyze and interpret such information.
